The European Commission is closely monitoring the restructuring of three national regulatory authorities mandated by Law No. 145/2025, according to industry sources.
This legislation affects the National Energy Regulatory Authority (ANRE), the Financial Supervisory Authority (ASF), and the National Authority for Management and Regulation in Communications (ANCOM).
Law No. 145/2025 aims to streamline operations at these autonomous administrative authorities by lowering salaries, bonuses, and personnel levels at ANRE, ASF, and ANCOM. Although the law faced a challenge at Romania’s Constitutional Court, it was ultimately upheld in September.
ANRE Employees Allege Economic Hardship
At the National Energy Regulatory Authority (ANRE), 102 employees have initiated legal action against their employer due to salary cuts. Similar disputes have arisen among employees at ANCOM and ASF.
Among the ANRE employees suing over salary reductions stipulated by Law No. 145/2025 are several married couples who argue that the financial impact—described as “economic violence”—threatens their ability to manage mortgage payments, medical expenses, and children’s school fees, as revealed in exclusive court documents reviewed by Mediafax.
ANRE’s leadership decided that, starting January 1, even high-level positions would be affected, resulting in the dismissal of 14 employees across the organization. Of these, nine were given notice, while five were laid off by mutual agreement, as reported by Mediafax.
The European Commission is seeking clarification from the Romanian Government on whether a thorough impact assessment was conducted before budget reductions for these regulatory bodies were enacted under Law No. 145/2025. The Commission’s inquiry, which was sent to the Ministry of Foreign Affairs roughly five weeks ago, demands this information to ensure compliance with the authorities’ independent status under Parliamentary oversight.
According to established procedures, the Romanian Government has a ten-week deadline to respond to Brussels from the date the request was received by the Ministry of Foreign Affairs, sources indicate.
