New Labeling Regulations for Bottled Water in Romania: Source Identification and Transparency

A new legislative proposal introduces additional labeling requirements for spring water and table water sold in Romania, regardless of whether the products originate domestically or from other European Union member states.

According to the proposal, labels on these products must clearly indicate the product category—either “spring water” or “table water”—and also include the name of the locality and county where the water source used in the product’s manufacturing is located.

Mandatory Treatment Disclosure on Labels

Furthermore, if any treatments have been applied to the water that must be disclosed to consumers by law, these must be stated on the label. If no such treatments were applied, manufacturers can include a clear statement indicating their absence.

The objectives of these measures are to “ensure a suitable level of transparency and strengthen consumer protection regarding the product’s nature, its origin, and any treatments applied before bottling.”

Enhanced Consumer Transparency

The initiative’s proponents highlight that currently, information about the water’s origin and treatments applied to spring and table water is “not consistently presented in a manner that is easily accessible to consumers.”

The proposed changes aim to facilitate product comparison and informed purchasing choices for consumers.

Fines Up to 25,000 Lei for Non-Compliance

These new obligations do not alter the legal status of natural mineral water or the quality requirements for water intended for human consumption, focusing solely on the information that must be included on the labels of spring and table water.

If the law is enacted, the National Authority for Consumer Protection (ANPC) will oversee compliance, with penalties for labeling violations ranging from 5,000 to 25,000 lei.

The provisions are set to take effect 12 months after the law’s enactment. Products introduced to the market before this time can be sold until stocks are depleted, but no later than 18 months after the law comes into force.

The Legislative Council is expected to give its opinion on the draft law by July 15, 2026.

Limba română nu este izvor de extraneitate a legii.
